In August of 1970, the Middle Rio Grande Development Council (MRGDC) was designated as an Economic Development District under Title IV of the Public Works and Economic Development Act of 1965 by the United States Department of Commerce, Economic Development Administration. The following counties were included in that designation: Dimmit, Edwards, Kinney, La Salle,     Maverick, Real Uvalde, Val Verde, Zavala.

This multi-county district was formed for the purpose of fostering and promoting their economic growth. In order to continue as an Economic Development District, the Economic Development Administration (EDA) funds a grant, usually every three years, used for the operation of the Economic Development Department of the MRGDC. This grant is matched by MRGDC funds and is used to provide staff support to develop and monitor projects that will increase economic opportunities within the district.

During the development stage of this program, the MRGDC developed what was then known as an Overall Economic Development Plan for the district. The plan contained economic information on the region as a whole, and has evolved into what is known as the regional Comprehensive Economic Development Strategy (CEDS). The (CEDS) contains statistical information and data, and plans for growth and development of the MRGDC region and the counties within the region. The CEDS is maintained, updated and implemented by the planning staff of the MRGDC through the approval of the MRGDC Board of Directors.

Community and Economic Development Assistance Find

The Middle Rio Grande Development Council (MRGDC) receives a grant form the Texas Department of Agriculture (TDA), Texas Community Development Block Grant (TxCDBG) Program to provide technical assistance on community and economic development programs to eligible entities within the MRGDC region. The MRGDC planning staff provides information on the types of funding available, application forms, and demographic information needed to complete the application(s). MRGDC staff is also available to assist in the preparation of grant applications and to assist in the administration and implementation of the project if successfully funded, for a moderate fee. The MRGDC Regional Review Committee (RRC), appointed by the Governor of the State of Texas, establishes the TxCDBG guidelines in accordance with the TxCDBG Action Plan for the MRGDC Region. Applications for the TxCDBG Program are scored and ranked by RRC support staff and recommendations are made to TDA, TxCDBG Program.
